Title: Do you know what this is for?

What is the lower toggle switch for?  It has "off" to the right and "on" to the left.  The upper toggle switch turns the pump/ignition on.  The unknown lower switch seems to have no effect when the engine is running or when the engine is starting.

Its been a while since I've seen the engine compartment of a '94 but, I did take my CDL road test in one, naturally I had to be very familiar with the engine bay.  By looking at the photo. That switch on the bottom running horizontal does not belong.  The original panel only had the one ignition switch running vertical. Hope this helps..
