Would Koni shocks be of any benefit on our '89 Oshkosh chassis with leaf springs? It do ride a bit rough. I think Oshkosh uses the same chassis on their garbage trucks. The ride is a bit choppy on concrete roads.
Leaf springs are the cause of the harsh bumps, etc. Nothing can fix it. All new shocks will help, but you may or may not notice the change. Leaf springs rides are completely different than air bag rides.

If you are not already doing it, lubing the springs might help a little. Some recommend motorcycle chain lube. There are shops that repair and recondition leaf springs.
