Sorry, the picture is rotated. Correct orientation is with the blue tarp at the bottom of the picture. (I can't figure out how the picture got rotated when I uploaded it.)
This device is part of the Cummins ISL engine on my 2004 295. It is mounted on the passenger side above the skid plate. Its a cylinder and has pipes in and out of the radiator area.
FWIW... I'm guessing a engine or transmission oil cooler.

Looks like the cooler for the retarder, follow the lines and see where they go.
It makes sense to be a cooler because the pipes do go to the radiator area - I'll have to look again to see if they connect to a dedicated smaller radiator. But I don't understand what the big cylinder is for. Its over a foot long and 4 -5 inches in diameter. Is there the need for this large a reservoir of transmission fluid?
I found this link Maintenance Recommendation for Rocore Transmission Coolers | Service... (http://www.mcicoach.com/service-support/serinfo/serinfo06D.htm) which looks like it could be the answer.
