I would like to buy a scan tool for my 1997 U270 with Cummins 8.3 in the $100 range. I read a three-year-old thread on this, but due to the low-cost (Chinese) electronics revolution, it may be worth the risk buying a low-priced scan tool on eBay. The following tool is from a reputable seller who advertises Cummins compatibility and the following protocols:
CAN, J1850 PWM, J1850 VPW, ISO9141 and KWP2000

I do not think your coach has anything except for the transmission that has a ecm. I believe your engine is the old mechanical one. At least mine is.
Your 8.3 Cummins should be a mechanical engine. No ECM so you don't need a Scan Tool. Detroit Diesel Pioneered the electronic engine controls and introduced them in 1987 on the series 60 engine.
