This is some sort of slide bar but I could not get it to lock or unlock anything.

Should be the inside lock for your outside passkey lock, (TM211 or TM911), the lower lock on the outside of your entry door.
So if someone locks it with a key from the outside someone inside can still get out?

Yes, if someone locks it from the outside, yes, you could open it from the inside. (or lock it from the inside) Many just use the deadbolt above, just know the passkey for that lower lock is probably the same as you basement storage locks, and many have that key. I have known people to re-key those locks, I also never have heard of someone having something stolen out of locked basement door. A professional thief, if they want, can get in most anything.
Thanks Jack, yes the door key locks everything outside, it will go in the ignition but it wont turn it on :)
