That's the low-pressure cutoff. Keeps your compressor intact if the freon becomes low.
That is a low (or suction) side pressure switch for the dash A/C. Our 99' has just the female part of the plug as Foretravel only utilized the Hi-side pressure switch in their scheme. I gather that the OEM builders would have either or both to choose from. Perhaps the previous owner just found a matching male plug and used it to cap off the empty socket. The high side switch will keep the A/C clutch from engaging if the refrigerant is low, or at least that is my experience with regular automotive A/C's.

The low side switch is on the drier filter at the condenser on mine, and I have the one in the picture with the wires cut also.

You probably have a binary switch on condenser or piping nearby that does the same thing. Prevents clutch engaging if pressure too low.
Thanks jcus, the compressor runs but I dont but no cold air to the dash but that is a whole different problem, no hot air either "LOL"
