Should it set AND release without engine running?

Depends on how much air pressure there is.

My coach is a '92 ORED and has juice brakes. This used to be in my sig line but disappeared when I had to re-register. Looks like I gotta make up a new one...

The engine has to be running to release the park brake because it uses hydraulic fluid from the power steering pump to release the brake chamber. This is the system that has the park brake on the driveshaft. I am not sure but think it will automatically set if the engine is not running .
