All the window blinds on our 99 U270 looked dingy, were marked and possibly had nicotine stains. We did not want to buy blinds if we could salvage the ones we have. We did not remove any of the day night blinds and cleaned them in place.
Spent about a half an hour on each window using a borrowed Bessel shampoo steamer vacuum with the hand wand and a very weak carpet cleaning solution in the reservoir, much less than the directions asked for.
The magic was spraying on "Folex" carpet and stain cleaner (30 oz, $5.95 at Lowe's) (recommended by someone on the forum months ago - thank you) it was amazing, used a full bottle between all the day and night shades.
On the "day shears" we used Folex and on the bad nicotine or yellowed areas also used ammonia based Windex, a nail brush to scrub the stains.
Used lots of water from the spray wand and sucked it dry.
Even did the front windshield blinds (these we did not scrub used the FOLEX with lots of water and sucked dry.
They are all dry now and look like brand new, it's amazing, even the front ones cleaned up, we had to take them off and lay them down and do them on a flat surface.
This was one of the most rewarding projects!
David--you coming through Arkansas anytime soon?!!!!

David, do you remember what model Bissell unit you used? Was it the Green Machine or one of the pricier models that heated the water...Pro Heat I think it is? I'll need to clean my blinds and will have to buy a machine this summer. Woody.
It was one of the more expensive ones with the heated water, similar to the newer Deep Clean Deluxe Pet upright carpet cleaner, you definitely want the small hand held wand, it's the suction to get the dirt out and get them dry that makes the cleaning work without soaking the place, we did spend a long time spraying on water and sucking it off, sucked until there was no water left in the fabric.
Good luck, you will be amazed how they improve
