The hot side works.
But when the cold water is turned on at the manifold the water comes out the faucet whether the lever is on or off.
Should I call a plumber or is this an easy fix.

That might be a Moen faucet. Take it apart and see what is wrong.
Moen has a free lifetime warranted And will replace the entire faucet if unrepairable.

relatively easy fix of the faucet - trick is the correct cartridge/innards, likely yours is bad or damaged.
use search function - I may have posted the cartridge number for the outside faucet - one number fits booth hot and cold since all parts are there for either hot or cold water size based on which parts you use.

If you have the OEM long neck faucet, and you need to remove it for whatever reason, you might not know the trick. See post linked below.

I agree they do - but that faucet is actually a commercial faucet and they would not help me, but it may well be based on which agent you get when you call in.

I sent an email to Moen about my faucet. They initially told me that it only had a 5 year warranty. I replied that when this one was new, there was a lifetime warranty. They went ahead and sent me two new cartridges for free. you just have to be a little persistent.
Two years ago the DW contacted Moen about our then 29 year old coach re our kitchen faucet. The Moen rep asked if we had the receipt and my DW said maybe, about 1,600 miles away at home.
Moen sent a new cartridge and plastic top cap. NO CHARGE.
