I just finished installing new AGM start batteries and a new solenoid.
I also cleaned all the cables and ends.
I noticed an "open" valve beside the batteries and solenoid that looked to be maybe dripping beside a hydraulic hose.
Can anyone advise what this is??
Is there supposed to be a cap or hose attached or is it just supposed to be like that?

Once you have determined that all connections are tight and functional, suggest putting some di-electric grease on the terminals and posts to keep moisture and corrosion down.

That valve is the retarder actuator valve. That fitting is where the retarder bleeds air during use. I have mine covered with a single piece of screen wire to keep out dirt/mud daubers. That should be dry as air is the only thing that should come out. If something is coming out you have a problem. If it is water then look to a failed air dryer. If transmission fluid then the seals in the retarder cylinder that this valve is connected to has failed.
