Title: Steering wheel telescopic lock

When I loosen the steering wheel center  to pull the steering wheel column up and turn  what would be the horn ring to lock it in place, there isn't much tension and it doesn't stay in place if I lean into it. Does the center come off and adjust tension under it?

The telescoping mechanism is not locked by friction.  The locking device is inside the column.  I don't think there is any way to tighten it up, but I could be wrong.  See link below for a closer look at the telescoping mechanism on 1993 U280:
