Title: Large wire clamp (purpose/location) help

While doing some split-loom cleanup I noticed a large wire clamp located on top of the flywheel housing (that "thing" between the engine and the transmission).  Its on the fuel pump / passenger side of the engine, I'd guess a 4" diameter.

The clamp was no longer secured to anything, pretty much loose with just a couple of the looms still inside..  There was also a large section of rubber wrap that was simply laying in that same area, the only thing that was keeping that in place was the hose/cable forest below.

What is supposed to be inside the clamp?  I believe I can place basically everything except the heater hose back inside. I also see an empty bolt location on the flywheel housing that appears could be used to secure the clamp.  In the attached pictures I've moved most of the wire loom back inside the clamp but have not secured it in place. 

The "clamp from above" picture is from the foot of the bed looking down.  The "clamp from below" is looking from under the engine area, about level with the clamp base.

As for the rubber wrap, I'm not sure what was being wrapped / protected.  I can see marks left behind from large cable ties on the wrap but cant find the potential location or what was wrapped.

Help and pics are appreciated, looks like someone went to work in that area and just forgot to put it back together.

Sounds like you're on the right track.  If possible, I'd wrap that piece of rubber around the wires and bolt the clamp into the empty hole.
