Drilling into floor from storage bay

I want to install a diamond plate shelf approximately 12" from top of storage bay for storage of lawn chairs and light bulky items.
 
When I drill it will I hit a hollow place for toggle bolts?  Is it solid for lag bolts?

How much space is between top of storage bay and bottom of finished floor?

Any advise appreciated.

On mine when I drilled thru it was hollow.
I put the toggle bolts all the way thru to the other side for more support and cut off the excess bolt so it would not be sticking out much to snag something.

Along the same line, what fasteners should I use to mount something like a plastic fence post to the side wall of my front bay to store my collapsible ladder and a broom? Any danger of drilling into something on the sides?

Use a magnet to locate the steel beams that run through the bulkhead walls.  You can either drill and tap them or if you won't be holding a lot of weight, drill through the FG/foam.  I am not aware of any wires running IN the bulkheads.

I would use "Plumbers Tape" 28 gauge - Alternating 1/4" and 3/16" holes for versatility
Cut it to fit around the post and you have holes to anchor it.

There are some metal structural pieces, but mostly hollow with styrofoam.

For ladder and wash brush storage I salvaged a 6 foot length of SQUARW plastic fence post.  I simply laid two of these , one on top of the other at the rear of the bay.  I keep a squeegee, brush, flag pole etc in these tow.  They are not fastened but have never shifted, of course I have enough other STUFF in the bay that nothing can shift.
These 6 inch square posts are available at Lowes or Home Depot but I hate to spend money when I can salvage or acquire it for nothing.

I guess I will be smited for doing this, but I use velcor snf dtow ladder in rear roof ladder.

Check where your seat belts are mounted.  I took them all out and reinstalled them when I did the floor.  Don't remember how long they were, but they were east.  Pull one and look at the length.
