What is it???

While working in the dash behind the instrument cluster and under it, this device dropped down almost the the throttle. Can someone tell me what it is and what it's for?

Look at your Audit diagram A2701.10
It is the Panasonic Camera Modulator

Thank you Barry. Interestingly, my diagram is A-2701.11. It shows the same thing though.
