Genset cooling system (pic added)

While scouting out a place to route our XM antenna I had my head in the genset bay and noticed two valves with about 3/8" rubber hoses that tie into the genset coolent reservoir. Couldn't really see where the tubing went but the valves are in the closed position.

Anybody know what these valves are for and if they are supposed to be closed? I also found a leaky hose clamp at the radiator that I will replace today.
