What does this panel do?

It's for the fuel filter.  Purges air from filter also purges water from the water separator.

Thank you Keith.
I'm ordering the fuel filters now. So looking at Barry's site I found a write up on "Engine Priming" and it says that for my M11 engine I would push this after installing new filters and I wouldn't have to fill the filters with fuel before installing. What about the H2O button. When or how often would you use this? Thank you all for your help! :D

every diesel that we have owned, I always fill the fuel filters after changing them. much easier then trying to prime an engine in my opinion

When you use the prime button to prime the filter, you need to remove the valve stem cap and use it to push in the shrader valve to allow the air to escape. You use the h2o if you have water in the system. I have never used the h2o button yet.
