Dash instrument ground question and refractometer recommendation

How can it be determined if the primary dash grounding plate behind the instrument panel is itself properly grounded? (kind of like, 'how can you know if a level is level')

Can the radiator coolant mix solution be determined with a refractometer? If so which brand and model # would be adequate? Don't want a cheap one but don't need the best either.

Here is a link to the refractometer that I have used for years. Simple to operate. Most Accurate Fahrenheit ATC Glycol Antifreeze/Battery Fluid Refractometer... 
 If you use one of these remember that all you read is freeze protection, you still need test strips to read nitrates and pH.
We don't get a Kick back from these people just an example as to what we use. You may even be able to find them on eBay.
