Dash fuses

I bought a 1989 Grandvilla 3600. The owners manual says the dash fuse box is under the top of the dash. I can't find it anywhere. Any suggestions? Also there is a small toggle switch mounted in one of the driver side heater vents below the dash. Anyone have any idea what this is?  Thanks Carl

Just in case you don't know the whole dash pops up to reveal tons of wiring & the fuse block. Just grab above the gauges with both hands and lift up. Should should pop open.

Hi, I had an 88 ORED. It's confusing.. hit the lip of the top dash from underneath.. It will start then then just push it up. On the left front is the bus bar fuses,, oh I use a wooded spoon to hold that sucker up while I looked and worked.
