Fan in service bay?

Someone posted a pic on "understanding tank sensors", I noticed a fan on the right hand side. What does that do? I tried to PM the sender, but it was blocked. Thanks for any info. M

It runs off Aqua Hot and heats the bay in cold weather. Controlled from thermostat in water bay and on off switch in bathroom.
