Super8mm, The one on top is a digital to analog pass through tv converter box. It was used with the old glass tube tv's to take the digital on air signal to the old analog glass tube tv's. If you have led or lcd tvs, you will not need this, if you have a digital led or lcd tvs that will take the digital signal without this converter.
The box on the bottom is a coax switcher box. Takes the signal from your roof top antennae or park cable or dvd or vcr connection or sat dish and sends to front or rear tv. It also may switch inputs vcr, anten., sat, etc. to tvs. It is old tech, will not work with hdmi, only coax.
