Headlights not working- looking for a relay

Healights not working, switch okay, breakers okay, is there a relay that could be causing the problem. 2000 U320

We were in Phoenix yesterday, and saw a SOB with the headlights going back and forth from dim to nothing. What causes that?

My lights not working turned out to be the smart wheel controller which I have replaced.
2000, U320 36' with Cummins 450, Toad - 2016 Ford CMax Energi
