Not sure I understand the description: "New, radiator and fan for small air cooled engines"

But, agree it could be used to supplement cooling in a WATER-COOLED vehicle.

In a motorhome, pretty easy to put in a "T" with ball valves or 3 way ball valve off the hoses to the dash heater core.
