What is this part

Good morning,
I just replaced the water pump and was wondering what this part was for and in what position should the knob at the top be?

That's your fresh water fill valve.

The cross handle is a manual valve you can use to shut the flow through the solenoid part in the event you have a seat that won't seal on the solenoid part.  Do not tighten it down unless for some reason you don't want to allow water into the fresh tank.

I believe so.  It should be obvious as you turn the handle since it screws in (less exposed shaft) to seal.  The unit itself is a 12Vdc sprinkler (irrigation system) valve.
