Dinette light power

I do not appear to have 120v at the dimmer? Any idea where the source is or the circuit breaker?

On our '97 the breaker is in the breaker panel at the foot of the bed, BUT then the feed goes through the GFCI plug in the bathroom before getting to the rheostat for the chandelier over the table.
