I am still trying to track down an air leak. I replaced the front most pressure regulator on the step and while checking for air leaks, noticed every time the step opens or closes, one of the Norgen's exhaust valves releases air, but the other doesn't. What is the correct behavior? From reading above, it looks like the exhaust valve should not release air every time the step raises or lowers. Correct?

Assuming this is correct, how does one fix this? Can I just get a new exhaust valve and screw it in or does the entire assembly need to be replaced?

The valve that is operated will exhaust the pressure being released in the air cylinder. That is the only way for the air to get out. When the valve is exhausting without the cylinder being operated the valve is leaking.
