basement storage locks

My basement storage lock if failing to unlock.
These are the rectangular pop-out handle with a key that turns 90° to unlock and back to original (after unlocking) to remove the key.
Of course, it is the door that covers the power in plug and Water input.

There is resistance after turning the key about 75° and the handle will not pop-out!.
Any Idea?

Try shooting it with blaster or wd40 in the key hole.

Might also consider graphite intended for locks.

Actually BOTH are good suggestions.

Remove the lock and clean it with WD-40.  Not hard, particularly if driving in rain for mud to get in them.

Then dry completely and use a graphite lube designed for lock cylinders. 

Very likely, back to "good as new".
