How does this panel in the private bathroom attach?

In the private bathroom, there is a panel on the wall that runs from the front cabinet to the back cabinet near the ceiling.  I'm guessing it covers wires for lighting, etc.  There is a bead of silicone at the bottom that has started to come loose.  Can anyone tell me how this panel is installed?  Velcro + the silicone?

In my 03 they were attached with Velcro.
