Because of this, I'm just guessing but if you have serviced both the primary and secondary filters on the generator, the next step is the fuel supply line. Ours had millions of tiny cracks only visible with a magnifying glass. You can try to open the little valve on the return line. This allows any air in the system to go back to the fuel tank. With your year and model, it will be easier to figure out the problem and possibly send photos..
