PT 10 Generator Problems

I am desperate for help from anyone here that has experience with a PT10.
Short version, Genny has not run for years.  It has 200 hours in a 97 U295.
Injector pumps were frozen , local shop rebuilt them.
Genny starts and runs fine  BUT ... I cannot shut it down except to use shut off lever at Governor end  OR With Solenoid removed I can put a finger in the hole and move the rack to the shut off position.
I have verified that the solenoid is acting as it should and the only conclusion that I can reach is that the Solenoid Plunger is not contacting the end of the rack to push It to the off position.
I have talked with PowerTech and they have no answer and others here have given me good info But I still am at a loss to explain this.
If anyone has any insight into this I would appreciate your help.

Gary, If the solenoid is working correctly and is not stopping the engine, I would check the length of the plunger vs the required length needed to stop the engine.  When you removed the plunger playing with the non start issue, maybe there is an adapter that is still missing.  Only you know what you did so maybe if you took a good look around something might reappear.  Or is the plunger adjustable in length?
This is one little reason why people get into trouble, playing in a new sand box.
