How to seal front side marker light

Both of my front side markers get water inside. I'm not sure if it is just condensate or not. I drained a tablespoon or more water out of this one.
First, what is the hole at the top of the fixture for? There is a similar one at the bottom.
Is the white Styrofoam like seal the gasket to keep it from leaking? What do I do to replace or repair it?
And finally there are 2 or 3 places where it looks like there are defects in the plastic mold. A thin plastic sheet covered these, but has blistered through. Should I fill those with some type of sealer?
I would appreciate any advice on this.

Dick, I think the hole on top and bottom are drains so it can be mounted either way.
On mine the top one is sealed and the bottom one is open.

Dick, My side marker/turn lights were like yours, they had hazed over and leaked and I replaced them with LED units. Here is a link to one place they were available.  I found some on Ebay but that was 2 years ago.
Be aware that these are also available as CLEAR units, and the LEDS still show amber.

One of the new LED side marker lights Xtreme installed leaked.  After replacing once where it still leaked, they sealed with silicone and solved it.

If you mount these Pacific LED's be aware that they should be mounted with the short edge towards the front.  They are made to act as a reflector to the side and rear, a turn signal also to side and rear and a marker lite to front and side.  If you turn them around they are less  effective. I also found that these are sealed and I can't see any way that water could get into them.
