Well first off thank you all for your input. I took the wheel apart as far as I dared however, I was unable to get it to work. I have a plumbing issue in my house so this project will now have to wait for awhile. Thanks to your input I will contact Autotech here in MI once I get back to it.

Finally got to working on the steering wheel. My problem was not telescoping it was the tilting on our 1998 U270.

I removed the two plastic covers on the column, this exposed the the tilting mechanism. There are two sets of geared teeth on each side of the column. The top set moves when you pull up on the lever on the left side of the column. The movable gear was stuck in the stationary gear. I used a small tack hammer the dislodge the gears, I might add that the reason they were stuck was lack lubrication. Once clear I was able to move them with the lever. In my woodworking days I used a dry lubricant on all of the cast iron surfaces, I used it on the gears, it also cleans things out. I now have my tilt wheel back.
