no lights on switches

Ok I need help here. Not being an electrical wiz like thankfully some on this Forum I have been trying to figure out why no switches light up on the panel which houses ICC, Docking lights etc on left side of driver. The switches do what they are supposed to do but non of the little lights light up (I changed the dead ones) to show switch is on. The Boost one does( but I think the solenoid is crap on this one as when coming home it did not give any boost-but will look at that issue later).
The red #5 wire seems to be the common + and also serves the instrument panel which funny works!!
The green wires all seem to be grounds (even though some are numbered 237 and 247!!) I am wondering if this problem also contributes to the fact the Allison retarder joy stick did not seem to work.
Anyone any ideas on this 95 240??

Bulbs burned out maybe?

Have replaced them but found out the ign switch needs to be on so please forget my question guys. Some of the switches do not light up but found the main reason. will check those contacts

 One thing I have found is that some of the lights are on even if the switch is not activated. I got new bulbs at Napa today but now find that the #74 ones are not the right ones it should be #73, so go back in morning to change. They fit but the  0.020" bigger dia of glass causes a problem with switch activation so will change to correct size.
