1996 U270 Entry Door vertical sliding glass/screened window retraction problem

I am needing expertise from someone with my type of entry door, vertical sliding screened window who has encountered and resolved the "sticking cord syndrome" as my window will no longer stay up when it is raised.  The cord that keeps the window open when up, is hanging loose.  It does not appear to be "off" the pulleys in the R.H. corner.

It is somewhat apparent that the winding mechanism is embedded in a 8" long x 5/16" wide metal enclosure stuck in the recesses of the top of the window frame. 

I am hoping that someone has dealt with this situation previously, and can provide repair suggestions.
Does the metal enclosure just pop out of the recess and provide one with access to the problem?

I haven't yet yanked and pulled on anything until I get some insight into the problem.

Suggestions? Procedures? Solution?
