Do you have Heat/AC at the dash ? Do the controls switch from AC to Defrost etc ?  If not probably vacuum pump gone that controls doors in Plenum.  Do a search for VACUUM PUMPS and DASH AIR here, lots of info.

I could see where someone could make that mistake. Our '89 has a air compressor for the air horns, on the wall in the compartment in front of the driver's position. (accessible thru the little compartment door on the front cap.) Right below the compressor is a vacuum pump and reservoir for the vacuum system that supplies the dash controls for the climate louvers.

You have the same coach that we do. Look in through the nose louvers on the driver's side. The vacuum pump should be mounted on the black bulkhead. They are relatively inexpensive off ebay and without one, your AC/heater controls won't work like Nighthawk says.  $50-$100 should get you creating a vacuum again.

Many of the Ford heater/AC controls have a fault. Keep the temp slider about a quarter inch away from the left hand stop once you get the vacuum pump mounted again.

Several posts in the archives for getting the air horns working again. Probably the solenoid is bad.
