Under the sink of both our old 93, and the newer 98 I have a shut off valve to shut off water to the filter and then onto the ice maker and the filtered sink faucet. I added another shut off to be able to just shut off the ice maker when the temps go below freezing to save the refer water valve assembly.
It is probably not good that the instant hot is warm to the touch, as it's tiny tank might be empty.
On the filter assembly is a swing up lever, up position shuts off the water so you can change the filter. Down and the tip of the handle into the notch in the filter assembly top is the "open" position for water flow.
