Unknown Utility Bay Bracket

Howdy!
 
In working on replacing my utility bay valves and adding a third valve, I discovered a bracket that was unknown to me. I have seen it in other pictures of the utility bay.
 
Anyone know the function of this bracket?

Holds 50 amp power line when extended? I also have this bracket but never use it.

Bingo!  We have 2 of them - one for power cord, one for water hose.  It would be rotated 90 degrees in use.  Cord (or hose) comes off the reel, clips into the bracket, and then out the "trap door".  Then you close the bay door.  Keeps everything neatly in place.

Could be a flashlight holder also

We, too, have two on a horizontal position that holds waterhose and/or the flashlight or 50 Amp power cord laced down to the trap door. Thoughtful parts.
