Entry Door Leak

Our rig has a leak on the hinge side of the entry door.  I used my trusty leak detector (garden sprayer) to determine that it's leaking
about 19" above the bottom of the door on the hinge side.

There is a rubber gasket that appears to be hollow with a stiff insert that's inside the gasket on the bottom 19",  and the gasket seems to be attached to both the the door and jamb.  From 19" up to the top the gasket seems to be hollow and not attached to either the
door or the  jamb.  It appears that once the garden sprayer nozzle works its way up to that point the water enters.

I don't really want to fill the entire 1/8" gap all the way to the top with sealer for esthetical reasons, but thought about just putting some at the 19" - 20" spot.  Not sure how the door/gasket/jamb are constructed together behind the scenes.

Has anyone else had this problem and/or knows of a fix?
