RCT 00553 Automatic Signal Switcher

The Automatic Signal Switcher is located in the engine compartment. Looking at the picture, it looks like the "input" is the signal to do something, such as turn on left turn signal, etc.. The right side appears to be the "output" which sends the signal to the lights to do their thing, such as turn on or blink. When the turn signals are on, there is a loud clicking noise from the unit.
 
Looking at the picture closer, the blue wire that goes to the brake lights, is not connected to the post for that function. It is connected to the negative (ground) post.
 
Can anyone explain how this module works, and why my brake signal would be tied to ground???

This looks like a converter for the towed vehicle hook up. Needed when the towed vehicle has combined turn signal and brake lights. I removed one (different brand and type) from our coach as our Honda Fit has separate amber turn signals and red and brake lights. I don't think it has anything to do with the coach electrical, as each of those have their separate relays and discrete switches.

That makes sense. There is something on the cover that mentions three wire to two and two to three.

The real question now, is can I use the "output" posts to wire to the marker lights? One of the marker light plugs was missing and the other corner did not have the signal. My plan is to run 16 gauge wires from there to the marker lights?

Please agree with me that it would work, since I have already run the marker wires to the two top end markers and marker and turn signal wires to the two rear top side markers.
