Question on ride height valve

Noticed on the floor one of the rear ride height valve rubber covers has fallen off.  Fabricating a new on out of clear vinyl tubing.  My question is the valve only blows air out, it doesn't suck any air from the outside in.  Is this true?

True. That is just the EXHAUST.  The intake is from the pressure air system.

Thanks Brett, I thought that was true but wanted to be sure.  I went back into the archives and found this is an on going problem and also a lot of helpful ways to fabricate something that works better.  I am going to replace all three.
