Thanks Don.  I edited my comment to specify it applies to the mechanical lift pump on the non-electronic C8.3 engines.

another update, I did the return trip and when I got back to the DFW area and going over the overpasses and several long hill I would slow down to let lug a bit and give it some gas going up hill and most of the time it would down shift and then upshift even before I got to the top and some that would make it downshift before it would just motor on over and not even beak stride.

So i am thinking this so something with the cruise control???

Take control of situation by manually downshifting and keeping revs in recommended range.  Allison doesn't always manage shift points the way one would expect.

If this works then you don't have a problem.  Letting the engine lug as you say, uphill is abuse.  Don't do it, no upside.

Thanks Chuck, I was letting it lug so it would downshift while using cruise then see if it would upshift again.  then coming back I was doing it for let it downshift and back up with out cruise.

For now I wont use the cruise until I finish my festivals for this year.

I still think your problem may lie in the fuel system. Just not that hard to check fuel pressure and volume. That's one of the big reason that I installed pressure gauges on the primary and the output of the secondary filter. This eliminates so many of the possibilities. There are so many possible faults with hoses, leaks, algae, etc. that troubleshooting seems so difficult.
For instance, a new set of filters and a clean tank are only good until the next fill up. All bets are off after that.
