Water Closet Thermostat

You know, for the life of me, I can't quite understand the thermostat in the water closet.  Mine has a rheostat with settings for a range of 0 to 50f.  What does this mean?  0 to 50f from the temp in the closet?  Is this setting the temp you want in the closet, and if so, why include 0 to 32f? Does the temp coincide somehow with the temp set in bathroom?  I am at a loss....

Mike,

This is the popular thermostat for the Utility Bay,  Used by most builder.  Set it to 40+ and forget it.

When this thermostat calls for heat, Pump 2 starts sending hot coolant through heating loop 2 which consists of the bathroom and basement.  Only the basement fan is started.  So the bathroom fan coil gets warm but the bathroom fan is not started by this thermostat.

Conversely, when the bathroom thermostat calls for heat, Pump 2 is started heating the bathroom and basement fan coils.  But only the bathroom fan is started.
