Vent fans up top.

I have a fan in the bathroom and one where the toilet is. I have always been able to crank them up ND turn them on. But now they are both locked up. I can't crank it open.
Is there somekind of lock on these.
Also I had my roof sealed last fall.
I suppose they could have removed the outer plastic cover and sealed the inside somehow. And I'm going to call them but before I did that I thought I would pose the question here

Those vents are a bit too basic for locks, if they removed the roof vent covers they may have 1) got roof coating on the edge of the vent, sticking it down or 2) put the roof vent cover back without positioning it correctly restricting the vents crank up cover.

Those vent covers glue themselves down if you're not religious in applying Formula 303 regularly to the gasket.  I do that every 3 months.
