Deteriorated stairwell insulation

I was crawling underneath the frontend of our coach the other day and discovered some more deteriorated foam insulation.  This stuff surrounds the bottom and sides of the stairwell.  See the attached pics.  It looks like it was about an inch thick (from the length of the screws) when new but now is just a mass of material that turns to powder when touched.  It provides no protection and could trap water and encourage rust.  Today I removed all of it and I'm wondering if I should replace it with some new insulation.  I assume the purpose of the foam was to deaden noise and provide some insulation from the cold.

Has anyone else replaced it and if so, what did you use?  Thanks in advance.

George I am planning to use 1-1/2" closed cell foam board where I can get it in plus seal it around the edges so water can't get behind board.  Water can't go through closed cell foam.

George I used rigid foam insulation 1" thick (foamboard) and sprayed it with black undercoating.

I have been spraying that foam insulation for many years with a bitumin black underbody paint and it must be doing the job as I have no rot or degradation in that area at all.
Preventative maintenance is the best investment.

Check the Noico products on Ebay,have used them for years.
