Daytime Running Lights (DRL) not coming on

What are the obvious things to check when the DRLs don't come on?  I have engine on, parking break off and in gear but no lights.  Both bulbs look good. 

On my 2004, the wiring diagram shows they are powered through 2 relays (R14 - DRL & Headlight Switch and R15 - DRL & Parking Break Switch)

30D WH on R14 goes to the Smart Wheel CPU
292 WH on R14 goes to the lights
288 WH on R15 goes to "B22 DRL" which I don't know what means

B22 is the self resetting breaker (breaker #22) that is hid on the breaker panel that is behind the removable kick panel in front of the passengers seat. I don't remember the amp rating right off the top of my head but it should be on the same print that you show in the above post. That breaker feeds the R15 relay.
