Grid heater fault. 2004 ISL

Anybody got experience with grid heater problems?

Got a check engine light code for the ISL grid heaters. Have two on my 2004. Used in cold weather to preheat air.  Code 382 (sorry might be 328).  The electric heaters are turned on through solenoids.

Both solenoids bench test OK. Power lines to solenoids are good but activation 12v lines to solenoids measure 0v and 8v when starting which is  obviously a problem. 

The electric posts on the heaters show short to ground and between each other.  Also the wait to start light does not come at all.  Yes I'm in warm weather in Florida but that has never happened.

I'm talking to Cummins but would love to fix it myself if I can.
