Generator Coolant shutoff valves

Attached is a picture of my driver's side generator compartment.  It has the coolant overflow bottle, the coolant reservoir, the blower/radiator and the windshield washer fluid bottle.  If you look in the upper right corner, you can see two coolant shutoff valves with yellow handles.  They connect to the coolant reservoir.  Should these be open or closed and why?

It appears that the similar lines on the engine don't have any valves and are therefore open.

Rich, they should be closed, the why escapes me right now but I'm sure someone else will chime in about that.

Is there a new link to this procedure for bleeding the coolant system? I have to replace a leaking hose...

I just wiggle the tires off and I use a pry bar to put them on.

Hopefully the procedure for bleeding the coolant system with the two valves shown above is still available someplace?
