Drop down step

My step fills with water when down and have to push it up and let it drain after a rain. My question is how is the fiberglass cover attached to the steel frame? I haven't found any screws or pop rivets holding it on. Does it just pry off or held on with silicone? Mine is lose on one side and afraid it could fall off going down the road.
Thanks for the help

We had same problem and solved it by draining & airing out and preventing water entry:

Drill several drain holes in narrow side.

Silicone caulk around edge where fiberglass meets metal.

Silicone seal each of the rivet holes in hinge.

If you remove the step hinge by drilling the rivets, you can tap and install button head stainless fasteners for the hinge on both sides. That way, it's easy to remove the step for any maintenance. I did seal the step also.

Redid my step in stainless steel. I added drain holes on bottom edge of fiberglass cover.

Windshield caulk  between cover and step.
Mine used rivets to attach cover to step.
Added 8lbs.

Used stainless hardware.
