Water filter replacement

Attached is a picture of our water filter under the kitchen sink which I have never replaced.
I think it just screws off, but can I just shut the water off on the outside spigot before I replace it.

No, you have to lift up that lever on the top side of the unit, then kinda turn the filter as you pull down while wiggling the filter.
 And shut off the water supply.

Turn off the water supply (spigot or pump) and then open a faucet to relieve the pressure in the water system.  Then flip the lever.  Then unscrew the filter 1/4 turn and pull down while wiggling it.

     This filter must have been on quite a while.  I can't seem to turn it.  I'm thinking of getting an oil filter wrench.
    Is this common?

I have changed my filter at least 8 or 10 times over the years and still do not know exactly how it was designed to be replaced.  As Rich Bowman says above, there is a lot of wiggling involved.  Also, I think that rotating the black plastic collar is also involved.  I doubt that a strap wrench is called for.  Just keep messing with it.

     So, like I said I never messed with this.  I have a little time now and I'm trying to do a few minor things.
    Anyway, as I looked closer, I see a shut off valve that was shut off, to the filter apparatus.  It was closed. So, the water never went through the filter (see attached picture).
    So, I opened the valve and water started dripping from under the blue head above the filter.
    I quickly shut the valve again.
    I'm not sure whether to get a new filter.  I'm sure the new filter will have new O-rings which is probably the problem.
    So, I can't get it off and it's leaking when there is water pressure.
    Any ideas.

Open and close the shutoff valve a few times and see if that helps.

So a different option would be to cut the lines close up and gently toss the entire set up in the trash. I replaced mine with a cheap disposable carbon in-line  filter. Carry a couple spares

I had problems changing my filters. It took lots of jiggling twisting and cussing. I checked into it a little more and found out the new filters will work but are not exactly the same as the older ones the base was made for. I think I got this info from this forum. My solution was to buy a new base and filter. I think the new base base does not have the blue ring. To cold here to go out and check. With the new base the new filter change is easy. Or go to a complete different set up as has been posted.
