Surge protector tripping

UPDATE:  I talked to a COE electrician, and he told me that every year they change out a lot of 50 amp breakers, the top friction connections will get hot and not make good connections, some will do the same as my problem below. The breakers almost never trip.

My Progressive Industries EMS-PT50X tripped with code E6 (low voltage on L2). I checked voltage at pedestal 122/123/244, checked at plug on surge protector and it was same, four hours later it happened again (11:30PM) bad SP? I changed SP to a TRC surge guard. About 10 the next morning it tripped. I started checking connections on my side all seemed ok. I figured a corroded or loose connection inside pedestal. I opened pedestal and everything looked good. I decided to check the 50A breaker (it never tripped). I removed and ohmed from top to bottom on each leg and one side showed good continuity but the other side showed very little. The breaker was bad internally with no indication of a problem. This was a GE breaker.
I replaced the breaker and reinstalled the Progressive Industries SP haven't had any problems for a couple of days so far.
I hope this may help others with similar problems.
