Freezer defrost and putty

I did a thing today.... I decided to clean and defrost the freezer, and remove the two cover plates that are in the upper part of the freezer. Wrapped around the coils appears to be plumbers putty or something very similar.
My questions are why is it there? And do I put fresh putty where some of it has fallen off?

I suspect it is thermal mastic to conduct the cold into the freezer compartment.
